The columns of the CIticorp center building couldn't be built on the corners of the building because it would be on the lot of St. Peter's church. The only way they would be allowed to build around the church is if the building wouldn't touch its lot.
The major flaw of Citicorp's building was having the stilts in the middle and chevron bracing on the building. Having the columns in the middle of the building made it less stable and the chevron bracing was really light so the building would sway with high winds. The building could topple over if a strong enough wind happened to hit the corner of the building and they decided to try and fix it, even with Hurricane Ella approaching the Northeastern sea boarder.
An undergraduate architecture student named Diane Hartley discovered the flaw and tried to make it public.
